I'm assuming that most of the illegal Americans that are there are not poor and bring US dollars with them so the the Mexican Government doesn't really care that they're there.

Never said anything to the contrary. But that doesn't discount the importance of all the US dollars to them. Which was my reason for their lack of interest in enforcing their border in our direction

On topic: Mexico only enforces it's immigration laws against poor people. Central American migrants get deported because they are even poorer than Mexicans while wealthy foreigners leasing beach houses or retirement homes are welcomed with open arms. The Baja state government even pays for ads to get American and Canadian retirees to move there to improve the economy. Crime is a problem thus why gated communities with armed private security are every where. That said, the cost of living is very low, extremely low, lease payments on small condos right on the beach are like $600 for a truly extravagant resort like setting, $300-$400, for less affluent areas but still gated and surrounded by fellow elderly north Americans. The doctors all take US insurance and for major medical problems San Diego is only 30 minutes to an hour away and many insurance companies cover the cost to be transported back to hospitals on the American side because costs are just do much lower there.
For $1000 a month above rent costs you can live extremely well and for $250-$350 you can have a full time in home care worker who also cooks all the meals and cleans. Thus why it is so popular with retirees.
Remember per capita income is only around $1100 per month with the median being below $1000 a month. That is country wide so if you get out of the major cities it is even lower. A place like Encinada is still in the Mediterranean climate zone, a half hour outside of Tijuana so outside the major city, still on the coast, still on the major tourist highway, still close to the border, plus it is in the middle of the major wine growing area and supports a major restaurant and Epicurean food scene. A large portion of the population speaks English and you will be surrounded by fellow American and Canadian along with the odd well off Latin American couple. Cheap, high quality, beach front living in a warm sunny climate close to the US so they can make weekend dashes back to see family. That is just what many retirees are looking for.
BTW Donald keeps talking about building a wall (and better enforcement is certainly needed) but locally we recently built a bridge over the wall.
San Diego airport was built close to downtown in the 1920's mainly to support the then booming local aircraft construction business. It has been expanded and remodeled many times over the years but there is just no more space to expand. Orange County's airport is rather small and over capacity while LAX is a legendary nightmare. So what to do? Tijuana's airport was small, neglected, and barely used so a group of American and Mexican investors bought it from the city, spent big to expand it and build new terminals, costs are still much lower than in the US, and then the two countries made a deal. A bridge was built going from San Diego directly into the airport and only people with tickets for planes would be allowed to use it. Customs for both countries have offices in the airport so we have a truly binational new state of the art airport where tickets are much cheaper to most destinations.
It is nice to have two local options for major airports and the San Diego trolley will drop you off right at the bridge so no worries about parking fees. It is win win.
