So basically he wants to say "non-proliferation is for sissies, nukes for everyone!".

Like, we could kill 7 billion people if we really tried. Outside of maybe Russia and China, no one else can hope to kill even a couple billion. So even though we may kill a few thousand here or there, and some millions more indirectly ... we far and away don't kill as many people as we could than anyone else. By helping us increase our capacity to kill people, Trump just wants to make us even more morally superior.
Everyone knows that Obama has been upgrading our nukes for the last couple of years, right?
