He's a member of the russian government that is busy conducting a war against Syria, so he is a legitimate target - though, it's a bit confusing that the soldier fighting the enemy apparently is turkish.
With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.
