Well, how are you supposed to balance all that? You have Japan at 3, and they're fairly influential economically and culturally, but their constitution doesn't even allow them to have a real military. They have a tiny volunteer "defense force" that could barely stand up to anyone in a fight.

I can't say that I have any strong opinion about the importance of, say, Nigeria or Kazakhstan. I have strong opinions about Peru, but only its awesome, awesome food and friendly people.

From what I know the restrictions for Japan's military are mostly political, it's not toothless as such. Germany being no. 9 on that list should be detailed into "only if we start to get stuff servicable" ...

That list uses a weird, complicated algorithm to generate numbers, such that Russia appears to be only slightly behind the US. It also notes that various non-military factors such as industry, resources, and population are used. Do you have something more straightforward and less wonk-wank?
