Why aren't schools in the US permanently closed?

Judging how the authorities in LA crapped their pants and closed all their schools on the back of a call that was found out to be a hoax...

When you consider that on average there is roughly one school shooting every week - why aren't all schools in the US permanently closed?

They need locked, bulletproof doors with armed guards and metal detectors. And machines to scan student's bags for possible explosives.
