Just reading yesterday how an official in your country said that there's no evidence that having sex with children harms them. You don't need evidence for everything. Saying there is no evidence for things that you don't need evidence for is a tactic.

When you say 'x happens!', or in this case 'Some women have upwards of 10 abortions in a lifetime', that is a claim that you need evidence for. Otherwise it's just you making something up.

Similarly, when you say 'These doctors actually delight when women have 10 abortions', that is a claim that you actually need evidence for, because otherwise its just you making something up.

The only way I can see it being a 'tactic' is if the tactic is 'I'm going to make stuff up and then run away when people ask me to prove I'm telling the truth.
