for pictures on another site use the [IMG]url of picture[/IMG] tags.
For pictures on your hard drive you will need to upload them to a hosting site... I use Photobucket but there are others you can use as well. Once uploaded to the host, link them here using the [IMG] tags.

I just find a pic - copy the URL... now here in the message I click 'Go Advanced' and now in the tool bar above there is a button - insert image. now click on from URL and paste the link right there. click ok. now you have a image in post.
If you use the "Go Advanced" button, you will be sent to a page with more options than the "Quick reply" field. One of these is a button with a paperclip on it; hovering over it will show it is named "Attachments". Clicking it will open a window that allows you to upload files from your computer.
