No, you wouldn't have to vote. But say a poster, let's call him Ben, posts a series of offensive and topic derailing posts. Other posters could then down vote Ben for that thread. If this Ben gets enough down votes he'll be banned from the thread permanently to temporarily. Otherwise, posting continues as normal and no single poster (or even small group) can control the outcome. It's just a resort for when things are getting out of hand. A moderator could overrule as well.
