How else does Qatar and the UAE enclaves (Dubai, Abu Dhabi) build such incredible structures so quickly? Are we that naive to think the WC is something different than business as usual? So the WC is to be the moral line in the sand? I don't think that's going to happen. It'll move for corruption if anything because moving it for how Qatar does business is going to open a whole lot of questions economically that no one wants to raise.
