It's speculation in the same sense that "if I jump out of this airplane I will fall" is speculation, i.e. if we can't have prior knowledge of the future then yes it's speculative but otherwise no.

Doesn't a public announcement trigger things like fundraising "rules" (I know; not like that matters anymore) and secret service deployment?
IIRC formal candidacy also affects the tax status of the affiliated campaign organization and the money they raise.
