IMO, SNL went seriously downhill after the 94 season... or whenever they cleaned house. Since then, I know a lot of people from there have gone on to have success. Will Farrell is okay and probably the best of the bunch since that mid 90's transition. He's massively overrated IMO.
other decent notables in the last 20 years:
Tracy Morgan
uhmm... yeah... I suppose that's it
Don't get me wrong. I think a lot of the people who've come and gone in the last 20 years are decent comedians and actors. They just haven't really blown me away with much of anything. I don't think many of the skits during that time were memorable or noteworthy... just kinda meh. The stuff Andy Samberg did with The Lonely Island was funny. I like Brooklyn 99... but he's probably the worst part of the show.
People I have absolutely no use for:
Jimmy Fallon
Seth Myers
Tina Fey (I liked 30 Rock, but like Samberg, she was the worst part of that show)
Looking back on it, perhaps some of my fond memories have to do with rose tinted glasses. That's certainly a possibility I've entertained. If that's the case, then it means SNL wasn't ever really all that funny.
(my age will be showing alert)
For me the first few years were the only really funny ones. And that was mainly because it was like the first cable shows but on late night. You never would have heard 'Jane you ignorant slut' on network TV prior to that. Or blacks doing black humor. It brought a lot of stuff that you'd only hear at night clubs to TV. It was different, it was fresh. That was over pretty quick. But even back then, the show was hit or miss and most of the skits were too long.

WHAT'S WRONG WITH YOU!!
Though I do like Samberg on B99 - although it (the Peralta shtick) wouldn't work at all if Braugher wasn't so stoic.
Also, within the last 20 years thing, Darrell Hammond is pretty good. His Bill Clinton impression is hilarious (his Clinton always looks like he's like 2 seconds away from getting a hardon). Chris Parnell is pretty funny. Also Fred Armisen (though Portlandia is far funnier than anything he did on SNL). Amy Poehler is super funny. And I like Jason Sudeikis (Horrible Bosses was great) and Taran Killam. Kristen Wiig has her moments too.

it is a statement regarding the relative level of funny between the various actors and comedians on the shows
Tina Fey's main problem is that she's just not had one particular super funny skit or thing that I like. I probably shouldn't have put her on that list.
a few other notes:
Fred Armisen can go on the "People I have absolutely no use for" list. Unfunny.
I think Darrell Hammond and Chris Parnell are funny people.
Amy Poehler peaked with her tourette's lady performance in Deuce Bigalow. Parks and Rec is an unfunny show... massively overrated. I like that mustache guy, Nick whatever his name is... he's cool. But that show blows.
I liked Horrible Bosses.
Kristen Wiig is meh... she tries too hard sometimes.
The problem with a lot of these people is that they are on SNL... or were on SNL at one point. As individuals, most of them are very talented and funny people. I get that SNL is a launch pad for their careers. I'm cool with that. Just don't ask me to watch it.

I'M STILL ANGRY
(the fact that Tina Fey is my TV girlfriend has nothing to do with this )
Though, Tina is supposedly playing the "straight woman" - which when you realize how goofy she is, makes you realize just how awesome 30 Rock was.
Fred Armisen can go on the "People I have absolutely no use for" list. Unfunny.
Dude, watch "Portlandia".

No one is . SNL has been a launch pad for just about every person on it - even since Dan Aykroyd, Bill Murray, and Chevy Chase parlayed SNL fame for movie star fame in the 1980s. Most folks went on it thinking that if they really succeed, there could be more fame later.

The only reason I now find a sliver of humour in the skit is, having seen the Toyota ad, that sending your beloved daughter off to the army is being parodied by sending her off to IS. Same diff right?
One day Canada will rule the world, and then we'll all be sorry.

Basically, yes.
