Considering we don't actually have reasonable predictions for sea level rise, I think that legislation is probably misinformed. Anyway, we don't need to worry about coastal communities. Houses don't last forever anyway. If/when sea level rises, people will naturally move away as property value decreases and that'll be that. And in any case, we're probably talking 50-100 years. Trying to plan "coastal protection" that far in advance is a fool's errand.
It's not a bold statement that we can't do anything about global warming either. Carbon dioxide concentration in the atmosphere is already phenomenally high and will remain that way for the foreseeable future even if all fossil fuel use ceases forever immediately. And any policy designed to reduce use of fossil fuels will lower the price of the same, encouraging more use by China, India, Africa, etc. where demand is already increasing at a rapid pace. They're not about to stop industrializing for any reason.

There is no evidence that hurricanes are caused by global warming, or any extreme weather at all for that matter, and in fact I guarantee you that Katrina and the 2005 hurricane season were unrelated to it.
Several papers published in 2005 and 2006 claimed that higher sea surface temperatures caused by global warming would result in stronger hurricanes. The 2007 hurricane season, amusingly, was also blamed on global warming--not because it was strong, but because it was unusually weak. The culprit there was higher wind shear due to increased atmospheric temperatures.
Neither year was all that warm anyway; in fact iirc temperatures dropped very slightly between 2000 and 2010 and sea level didn't rise significantly because in that period the antarctic ice sheet grew at unprecedented speed (this was, hilariously, also blamed on global warming by many scientists).
