It'll never be perfect, and some core features of game mechanics will have to be set, yes. But fewer limitations than the old games will be a big help.

I'd almost prefer to start with "Civ 2" and go from there.

I plan on making a billion dollars on a dragon city / pokemon mod

Game maker might actually be a pretty decent option, but gets pricey depending on the platforms to build to.

What type of map? Hexes, iso, simple grid?

As for simplicity, if it is HTML5 you're learning the HTML and CSS right now. That would be the basics of how the static graphics work. Javascript would be the other thing you'd want to learn.

There is (or was) a free version. I've used it.

Simple grid's probably best, IMO, though iso has its nostalgic charms. But I'm prejudiced against hexes. Presently hex-lovers will show up and call me a toolbag. Sorry, got to go soon--sub work.

Yah it's free for individual developers for some types of builds, others require paid upgrades.

For our purposes, the free version applies.

I mean, if you want to make an iOS or android version of this... sure. You'll need to pay the $50 for the commercial license.

Clearly the number of sides a tile has should also be customizable. Personally, I've always favored heptagonal games.

Heptagonal sounds like a venereal disease. Christian's reply is a good read: (Civ player too)

I understand the advantage of hexagonal tiles over square ones. But why aren't octagons used instead? I would think they would provide better, more natural movement in eight directions. I was thin...

The only problem is that the hyperbolic plane isn't something as nice as a flat surface or a sphere but basically the surface of a Pringle. You'd need one hell of a story hook to justify a game on a Pringle

Hex is fun. I like hex maps. Hex maps are great for tactical combat. At times, I recall being an ardent support of hex maps in Civ.

Civ is not a combat game.
