But there's a loophole.
If no petition is selected in a given amount of time, the project goes to "emergency overtime immidieate selection mode".
That means, that the criteria that are in place for choosing which company will get to do the project are, by law, ignored, and there's an arbitrary selection.

How can this be, that MANY TIMES the companies that get the public works are also media tycoons.

Coming back to greece, I remember a german girl telling me how they have state companies (completely funded by the state) but they were run 100% like private companies.
