To be more correct, one must increase VA spending by the increase in the number and severity of the wounded.

Has nothing to do with wounded. They're actually pretty cheap relatively speaking. The part that busts the budget is providing incredibly expensive operations to the elderly. VA costs are exploding for the same reason Medicare and Medicaid costs are exploding.
