OK... as a Canadian, I'm a tad confused. Please bring me up to speed as to why having soldiers with guns on an army base would be 'a logistical nightmare', while having schools full of armed teachers and administrators, or movie theatres full of armed ushers and patrons would somehow be advantageous.

I would have thought most if not all soldiers on a military base would be armed or have very easy access to live weapons most of the time. Should the local Piggly Wiggly be better armed than the local army base?

Please note: 'Ben Kenobi says thank you for this useful post'; despite that, I'm still interested in the logic behind it.

Just basing it off this tweet from a vet:
      Tommy ‏@FirstTeamTommy

@esqcapades For one, just the daily issuing, turn in, and counts of weapons/ammo for 50,000 troops would be extremely time consuming.

That hasn't been true since Bush41 IIRC.

So what is the response to that? Up until now, I assumed that an army base would be full of soldiers with guns. Police departments do have armed police, why not allow soldiers to bear arms? What caused Bush to disallow this?

Here's the background on the ruling. Honestly I don't know what precipitated the rule though.
