    Depends on the economy. In an "expanding" economy, full employment is a much higher actual rate, because you need a large enough pool of employees to be able to hire easily, and to avert inflation (if the employment pool is too small, salaries go up, which eventually causes inflation). In a stagnant economy, it's a lower rate.

    In the US post-2000, 5%-6% is generally considered full employment. It was down around 3.5% in the middle of the decade, and that was a bit too low.
