        Except they do in order to maintain their inflation targets. Recently (in the last half decade) there has been a rash of bank failures and banks, due to fractional reserve banking, increase the money supply so when banks go bust they have a big effect of decreasing the money supply. This was a major factor in the great depression. Each bank failure decreases the money supply thus causing further economic contraction. The Fed, having learned from the unfortunate events of the 1930's, has been increasing the money supply to compensate for this (remember the name Bear Stearns?) and they've done an excellent job of matching decreases with increases and thus inflation is near zero and at its lowest point in a century. When and if inflation picks up they just take the electronic money the Feds repay the Federal Reserve for its T-Bills and deletes that line on the spread sheet. No actual money was net created and so they can exactly match the deletions with the amount needed to zero out inflation.

        Computers are great and modulating the money supply is a great way for the Federal Reserve to reach its legally mandated requirements wrt inflation and growth. They now have much more control over the system then they did in the 1930's because we're now in the age of computers and spread sheets.

                        It isn't hard at all. Just don't offer any public services unless you have the money for it. Your city doesn't need police, firemen, schools, hospitals, parks etc to grow, just jobs, homes, electricity and roads. You don't even need water for low density zones.

                        • Do install NAM if you haven't done so already. It massively improves the traffic simulator, which makes it much easier to grow a large city.

                              • While we're off on a SimCity4 tangent, I've never been successful in installing it on Win7 Pro 64 bit.

                                My most successful attempt resulted in the upper left quadrant of the start screen filling my monitor, with no way of accessing the rest of the screen.
