        No.

        They were rushed by the publisher (much like with New Vegas).

        Many of these guys worked on the original Fallout and other classic isometric RPGs of days of yore.

          The publisher rushing games out the door before they're ready is why so many developers now want to develop their games on Kickstarter. They feel they have more control over the finished product and aren't forced to dance to the publishers tune especially when it would compromise the final product.
