Selling used ARCs online is one possibility, and one that's worse than run of the mill piracy in my moral code (especially if they don't note that they are ARCs). They could also be selling at cost (Cost basis is 48-52% for most HCs to retail) and making their money on shipping costs.<Reverend> IRC is just multiplayer notepad.
