Yes. Seriously. It comes with being able to edit posters' posts. I've tried to get the administration to remove my powers over the years, but they don't seem to want to. I'd forgotten about that, but they were, weren't they? Big bonus to shields and +1 to food and trade, IIRC. In Civ4 I've never actually gotten one--they so rarely show up near a coast I control that I tend to forget they even exist.
