I only care that the question to be asked when justifying a government program isn't, How do you know whatever program isn't helping? rather Is it helping?

DD, we want the cost to go down but we want the result to me more education, not less.

Of course it is, unless you're claiming that every single university in the country will admit the same number of students regardless of how much or how little tuition they are able to charge.

If the answer is that definative, I would be interested in seeing the evidence then.

Countries with free university education have cheaper university education and a more educated populace (in recent years).

              So no...

                • Increase federal subsidies (because the current ones are working really well?)
                • Legislate tuition (because the market is not working?)

What I read is, "Federal subsidies are screwing up college tuition, so stop increasing/giving federal subsidies". I went to school on a combination of school-based financial aid and loans, but I'm very curious what my tuition would've been if I hadn't been able to get a Stafford loan for nearly half of tuition. How about letting the market get a shot at fixing it, since the federal ****ing with the market clearly isn't working? Have grants for poor students (expanded Pell grants, basically), do away with Stafford loans entirely, and middle class and up students fend for themselves. I suspect you'd find tuition dropping back to reality pretty quick when nobody can afford to go to these schools.
Countries where the market has a shot at it invariably do a worse job for more expense than countries where it is legislated.

One issue is that currently the middle class are being priced out of higher education.

In countries where only the wealthy have higher education available to them, it invariably causes a decrease in the quality of education at every level (for a market point of view, think of it as removing competition).

Tuition fees increases every year so there's nothing new to that. Even though they had increased the tuition the salaries of the instructors doesn't goes up. Let's just hope that the quality of education from these private school also improves.

Only smart people will be able to get a degree, and not rich or athletic people.
