What do you mean by "roads everywhere"? I generally don't have roads on tiles that still need improvement, except in the early game when I build roads for trade routes before resources are uncovered or can be exploited--e.g., building a road to/through bananas before plantations become available. Or when I discover oil under a town or something. With those exceptions, I rarely have roads through the kind of rough terrain where the fast worker shines. Why would I? Even when roads are available (like when fixing newly-conquered territory), the fast worker's movement bonus is still nice, since he can move where he's needed even faster. By the time I really have "roads everywhere," I'm done improving on that continent and I don't really need workers there, period.
