Texas has had a navy before, up to 7 warships by 1843, fought sea battles, resisted blocade, captured Tabasco, Mexico.
The first republic of Texas Navy supported the texas revolution with success in 1835 and 1836 but was pretty much wiped out by the summer of 1837. Texas got a naval repsite in 1838 when the Mexico had a spat with France, and built a 2nd navy in 1839 which was pretty much on the offensive and ascendant against Mexico thereafter until it was transfered to the USN upon annexation in 1846.
