              1. I don't understand why he considers that the tax rate on future capital gains cannot be postponed to accrual accounting.

                                Maybe because they knew that short term tax breaks are not meaningful incentives to hiring? Furthermore the tax breaks did nothing for employers contribution thus there were no incentives for employers to change hiring decisions (not that short term relief of payroll tax contributions would have been much of a factor in the decision).
