As I said, it seems to be a language issue. Drug in norwegian = illegal. Intoxicant = not illegal. I checked the dictionary on the relevant words in norwegian -> english, easy mistake to make.

I was actually amazed that in Sweden they consider pot a serious drug (and the pot they get often comes up in gas tanks/etc and so is pretty bad).
