            I believe they are simply taking the discounted pv of those liabilities over some extremely long timeframe.

            Usually, yes. It is premised on the idea that entitlement spending cannot be reduced. Note that this "mandatory spending" is actually much more difficult to reduce under the American political system than other types of spending, so it's not that crazy a distinction.

                          I don't think he understands the intricacies of canadian political cartoons. That beaver is nervous. Other cartoons may have beavers which are angry, sad, amused, determined, perplexed, tired, frustrated, or hopeful. Generally they will be paired with a newspaper, radio or television set which mentions the issue at hand. The beaver may be doing something or looking at something which puts some spin on this, but what ties it all together is the beaver's expression, which represents the feelings of the Canadian everyman.
