I believe that they have found in medical emergencies that an individual might step up and get quite involved but when the crowd is far far larger, its often the case that almost everyone is pretty much assuming that someone else will be better able to assist.

urban/rural maybe. Probably more just friendly people vs asshats. NY has plenty of the latter. They've been know to walk by people being mugged or rapped.
