I think it is more GRRM wanted to be different from old style fantasy books where the hero always wins, he never dies, and he always gets the girl. In the first book it looked like Ned was the hero so he had to die just so readers knew GRRM was willing to kill protagonists, once Ned was dead people likely were guessing his son would avenge him so Rob had to die, and from there he was free of the usual reader expectations plus people got even more worried about if their favorite characters would die or not. It certainly has made for more worry and drama for readers so I guess it worked.Try http://wordforge.net/index.php for discussion and debate.
