IIRC He said, in some other thread, that he had to go to Brussels for some "EU stuff". It sounds very mysterious, this "EU stuff".

I'd say that administrative hub is a more accurate description than Capital. Lets face it, the admin is only there because Belgium is not very important, other than it being on the road to France.
