Wording in the mortgage offer document sent during this time might have had the potential to cause confusion

The terms and conditions allow us to vary the cap. We changed the cap in October 2008 because of significant increases in the cost to us of borrowing the money we lend to mortgage customers.

I was aware of the cap change (because I pay attention to my finances), but they never wrote to me or other customers (which they said they would do in the terms and conditions). The payment is as if the cap was never changed.

i.e it's a reimbursement of interest paid above the old cap.

I got a similar letter about the cap, but explaining that this didn't actually affect me at all, and yet they still gave me £5 as a goodwill gesture.

Yes. There is a certain irony in that all those receiving the goodwill gesture are those who were not supposed to be subject to the cap in any event (which is why they weren't notified).
