Of course. You see, a true citizen has a right to bears arms. So-called "citizens" of the commonwealth were actually disarmed subjects. You can see similar tiered citizenship in Ancient Rome and certain Greek city-states.

Blatant falsification of history in films really pisses me off, especially when the truth is often more interesting than the fakery.
