Yes, and it's making a comeback. About 20% of the population is fluent. Welsh speakers are mostly to the north and west in the country, where fluency can reach over 60% in some of the counties...
But is it a language in everyday use or just around the dinner table?
20% is impressive for a minority language.
I doubt many of our native tribes would hit that these days.

Definitely every day use. You can frequently hear it being spoken in the streets in Cardiff and most stuff is bilingual here. Also, learning Welsh is compulsory in English speaking schools and there are more and more Welsh medium schools opening every year. There's radio stations, a TV channel, magazines and newspapers - definitely a living language - as opposed to a zombie language...
