However, I think there should be a fixed lower bound, because the 13/10 pairing is revolting, no matter what OzzyKP might think about youth rights. Age-based lower bound is not the best solution, because of individual sexual development pace. The best way, if you can avoid the moral panic this will cause, is a free voluntary check-up. If you are under 16 and feel old enough to have sex, go and talk to a doctor. No questions about your future partners asked, just an assessment of your physical and mental development. If you pass, go and **** your brains out. If you are busted by your parents or by the cop patrolling the lovers' lane, the slip you get from the doctor is your get your partner out of jail free card.
I'm not so sure about homosexual relationships. Call me a homophobe, but I feel that sex between a 22-year old man and a 15-year old girl is, while not something I support, an acceptable relationship, sex between a 22-year old man can and a 15-year old boy is wrong. I'd set the AoC at at least 16 or even 18 years with no age gap provision for homosexual relations, because coming to terms with your own deviant sexuality must be much harder than understanding what heteronormative sex is about (cue all those outed 50-year old Republican politicians).
