This happened on Highway 1 the fully modern highway running south in Baja which the Mexican government built to encourage tourism from the US. Unlike 90% of Mexican highways it was built to US standards with no stop lights or cross streets so that US tourists would feel at home driving on them. Just two days ago one of the drug cartels caught some members of another drug cartel so they beheaded the bodies and then hung them upside down from a freeway over pass.
You'll notice the bodies are missing heads.

The really sad thing is California ends up giving them our old police cars, fire engines, ambulances, etc... (as in gives free of charge because we feel bad for those worthless ****s) Because they can't afford them. The average Mexican cop only makes around $800 per month which explains why they're so susceptible to corruption but doesn't explain why we bother helping a failed state like Mexico.
