What's the geography? Would each have sea coast? And would one or both halves combine with their linguistic neighbors? Would think it would be easier for the Walloons as they have both linguistics and religion in common with France and get a seacoast that way. Maybe the phlems go it alone?

Religion is irrelevant. I don't know why you bring up that 19th century concept.
The closest thing to religion that Walloons may have in common with French is unhealthy fascination for socialism (33% last elections).
If you mean traditional religion like Catholicism and protestantism, then, well, Walloons share the same traditional, historical catholic past with Flemings and french.
