Can't they have horns with various notes? The monotonal nature of these horns is the thing that makes them annoying to me.
I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

You're thinking of a device called a "trumpet"
"The issue is there are still many people out there that use religion as a crutch for bigotry and hate. Like Ben."
Ben Kenobi: "That means I'm doing something right. "

I've muted the Italy-Paraguay game to better appreciate the superior culture of the gas-powered weed whacker.

Rather, each horn would have its own single note.

Really I'm puzzled by why this is being called an African thing. It originated in Mexico and I've seen the plastic ones here in the US.

Obviously the South Africans have adopted it and integrated it into their culture in a mere 10 years.

Me too, but the South Africans say it is a South African thing and FIFA supports them, and that's the rub.

Everyone's moaning about them, just because it's a constant, unrelenting monotone idiot droning. However that's no different from the noise made by cricket audiences after six or seven hours of sunshine and beer.

If you have a receiver, just have it drop all sounds below 300Hz
