All the vote did was set up the rules on how a vote would function if the people of Puerto Rico decided to vote for statehood. That's it. It wasn't some massive conspiracy.

Lies, it's a diabolical plot to gain more votes for the Democratic party, and in their selflessness the Republicans are objecting to it for no personal gain.

The irony is that Republicans used to be for Puerto Rican statehood (minor figures like Reagan and the Bushes) before their unhinged anti-immigrant rhetoric made a political coalition with brown people untenable within the forseeable future.

I rather suspect that whoever thinks they can elect their party to the 2 new Senate seats and - what - 5-10 House seats is going to be in favor of statehood at any given time.

That's not at all clear given that the last two times it was put to a vote, statehood fell short of a majority by just 3.51% (1998) and 3.7% (1993). If those are sufficient margins to reject even bringing up the question 12+ years later, I suppose McCain's significantly larger loss implies we should wait well over a decade before allowing a Republican to run for President.

As others have pointed out, all the bill establishes is a referendum for Puerto Ricans to decide for themselves.
