It's the right thing to pass a bill before the Pentagon's review of the matter is complete?

I think he means repealing don't ask don't tell. It's not homophobic to figure out how to restructure the organization, is it?

I dunno why it has to be passed before the Pentagon's review of the matter.
It doesn't. The bill stipulates that the repeal, if passed, would not go into effect until after the Pentagon's review.

There was one poll I saw several days ago, where a clear majority of Americans support a repeal of "don't ask, don't tell" anyway.

Then what's the point of passing it now?

Or alternatively, what's the point of the Pentagon review if the admin presupposes the outcome?

Pressure from civil rights organizations and groups? Obama himself has been heckled at least a couple of times on different ocassions on this issue.

How are they going to be satisfied by passing a bill that doesn't go into effect for months and could be delayed yet further depending on how the Pentagon review comes out? Is the lesson the Obama admin learned from the health care mess to "go fast or go home"?

The glowing, positive comments from representatives of Human Rights Campaign is one indicator that many civil rights activists will be pleased with this. They also seem confident that the Pentagon review will go well.

                            POLITICS

Jesus H. Christ. There's an election in November; the Dems are facing an enthusiasm gap; fulfulling a campaign promise on a hot button civil rights issue before the election will, in their calculations, improve their odds of holding their Congressional majority.

                            This ain't rocket science.

                                "in their calculations"

Did I say that I agreed with their calculations? No. Did I say that I agreed with their calculations regarding health care? No, I said that they were pretty much screwed either way.

Unlike health care, however, I do think they are doing the right thing here, and hang the political fallout.
