Apple needed an exclusive partner to work with to promote and work the kinks out of for the iPhone. They chose AT&T, which basically further subsidized (and mitigated risks) the iPhone development by buying a 5-year US exclusivity contract.
Note that in most countries, there is no exclusivity agreement.
Also note that Apple's usual MO is to make new, innovative, cool products but then fail to capture the majority of the market by making dumb Business 101 decisions...like the AT&T agreement.
