this was the price of oil normalized to the CPI. at reagan's second term, the price dropped in real terms almost back to 60s values. The peak was the end of Carter's reign. EDIT: US oil consumption is a couple of percent of US GDP. an additional expenditure of a couple of hundred of billion dollars, that varies depending on the price of oil. If oil price falls, it's a major saving for the US economy, a net consumer, if the price rises it is a burden. that's the short version.

Bill Clinton's economic policies with the exception of hillarycare were largely an extension of Bush's and Reagan's. Also, the arms race with the soviets, iirc, was a major factor in causing their collapse. That is certainly a worthy expenditure.

as a former soviet citizen, trust me, that's not what made the SU collapse. Military expenditure was a part of it, but not Star wars or Reagan's particular growth of military expenditure.
