France was indeed founded by the Franks, a germanic tribe that settled in today's Belgium. From there, some of them - the Salians - conquered nothern France down to Paris and the river Loire (Neustria - see the map in linked Wiki article).
By the 8th century their new language (Old French, latin) had completely replaced their old frankish (germanic, close to old dutch) one.
So, yes, the part of today's France north of the river Loire, including Paris but excluding Britain, is of Germanic origin.
But the rest of France is not.
But if you agree that being of Germanic origin is enough to be Germanic today, then Spanish might also be germanic, as some of them have Visigothic origins.
