Yeah, I've encountered this revision before, in an "in-depth" news article about what it would be like without the European Union. The point of the story went, WW2 was an European civil war and the formation of the European Union stopped all the civil wars in Europe.
It had a silly premise, presuming that there is some sort of inherit need for constant, non-ending warfare within Europe when different nations exist.
