Where do you read that they were off duty? The article I posted doesn't say that at all.
It says they were taking a break, and insinuates that their attitude was that they couldn't be bothered.
It DOES says that even off duty EMT are expected to do the job that they're trained to do. If they were off duty, how did people know they were EMT? Answer, they were on break, not off duty.

From what I've heard they were dispatchers and hadn't been actively involved in rescue work for years. They didn't feel competent to provide assistance. Under such conditions I'd have to say that I would support their decision. If they weren't even required to maintain their skills then they should not attempt to provide emergency medical care.

During my training I witnessed and assisted in neurosurgical procedures, but I'll be d****d if I'd let you drag me into a surgical suite to drill a cranial burr hole.
