^this. As a corollary, in the present system that the southern states can't change, they have no interest in rendering themselves non-competitive vis-a-vis other states. If they had their way, a sharp cut of federal spending would be across the board, so there would be a level playing field with no competition issue.

Of course the premise is wrong as well. Southern legislators have absolutely no problems with certain federal spending, even across the board. It's a silly over generalization.
