The majority of kids in these programs are there for minor issues like smoking pot, or having bad grades, or talking back to their parents.

Perhaps, yes, if they were caught smoking pot as an adult they'd be put in jail. But they'd get a trial, and have due process, and wouldn't be locked up for as long as these youth are. In many cases they'd be treated better as well.

Kids who smoke pot aren't a problem. I plan to get my kids smoking as soon as their lungs develop enough to handle it. It'll keep them nice and docile.
