    Maybe he just went in the hope he'd support his home town. Hell, I'd go if Newcastle got the World Cup. (not that it would, or they'd give a toss if I turned up )

        The IOC is Euro heavy because the composition of the IOC and the rules for election make it a very closed body. There are four categories: at-large(70), current athlete(15), international sport federation(15) and national organization. The only prohibition is that a country not have more than two delegates in each category. When a delegate term ends the IOC elects the new delegate. Switzerland has five delegates on the IOC, two of which represent sports federations. The total comes to a maximum of 115, there were only 97 voters as I understand many of the sports federation and current athlete seats are unfilled. There is no requirement as to having all the seats filled, just maximums for each category.

          You could go to Rio to work. They're gonna need major security. There was mention of walling-off parts of the city.

          The reality for tourists, if you're not rich enough to afford personal security dont go.

              I think some people convince him that a little extra push would give it to Chicago... that they were close. I also read that some IOC types were put off by his "fly by night" sales pitch.

                  I'd guess, factored in, but that's just a guess... The following quote is from Wikipedia:

                          Cities don't host World Cups. Countries do. Brazil is hosting the 2014 World Cup and Rio is one of the game sites in the country.

                            He was replying to duke, who was implying that Rio had increased chance to get Olympics since the World Cup hadn't been there recently, while in fact, the World Cup will make a stop there two years before these Olympics.

                              I think the US was always going to struggle to get another Olympics after trhe Salt Lake City bribery debacle.

                              Also the Atalanta games are commonly seen as one of the orst ones of the modern Olympic era, pandering even more to the major corporations than normal.

                                Yes, because the IOC certainly looks down on major corporation money that they can divvy up amongst themselves.
