Actually Crazy Horse, it's not as crazy as you may think. There were towns in Manitoba, and across much of the Canadian Prairies who actually had formal/legally binding dress codes. With that being said, it's not impossible to institute fines, penalties and other regulations are they relate to public morality.

First off, the US is not Canada. They have far more restrictions on what laws the government may or may not pass. Secondly, I would like to see references on when the last dress code violation (not involving actual exposure of the genitals or nipples) was successfully prosecuted in Canada.
