Your problem, KH, is that you are trying to use a different definition, albeit, a correct one. When there is a commonplace definition, i.e., one that the general public uses, and a more specific term, one that statisticians use, one is not an idiot for not knowing the more specific meaning.
As to who stopped the Census from using particular methods, while the order came down from the Supreme Court (dominated by the GOP, btw), SCOTUS can't simply hand down orders. It was the result of a lawsuit originated by the GOP dominated House of Representatives, since they didn't have the votes to get past a Clinton veto.
In any event, you are harping on niggling points when the overall point, that the 2000 Census is generally understood to have been a bad one remains uncontested.
