    Question: Can the modern Western European state be changed so much as to commit massive genocide in less than 20 years?

                    Of course they are, in certain circumstances. "Certain circumstances" is always the catch phrase to justify or excuse these events. Think we saw a little of that in Georgia just recently. (Aren't the European states of the former Soviet Union regarded as European?)
